&lt;p&gt;OWL is what provides the semantics to RDF; OWL provides the sets of rules that turn RDF into something meaningful. I guess it can be viewed as a superset of RDF, but it is more of a layer on top of RDF. (Imagine the OSI model) I didn't mention it because it is not the problem right now in deploying a Semantic Web. We need Developers and/or Companies to embrace RDF schema first. Maybe the diagram I added to the end of the blog post will help obviate things... OWL Full would involve the 3 layers on top of RDF, including Logic. &lt;/p&gt;
